My answer: Yes. If architecture, operations, and legal aspects are consistently designed for EU sovereignty.

AWS offers technical, legal, and organizational measures to meet European sovereignty requirements. These include the creation of a new European AWS subsidiary that retains control over the data, technical precautions such as encryption and access controls that prevent access by external parties, and compliance with strict EU data protection laws.


One crucial question remains to be clarified: The new AWS organization will be operated independently but will remain part of the Amazon Group. As long as AWS is subject to US law, the Cloud Act will continue to apply. However, the creation of the ESC is the most consistent step taken by hyperscalers to date toward sovereign data processing.

What is different about the AWS European Sovereign Cloud?

Technical and operational measures

  • Data sovereignty: Customers have control over the physical storage location of their data in Europe.
  • Access control: The AWS Nitro System prevents AWS employees from accessing customer workloads in the cloud.
  • Encryption: All AWS services support encryption, including customer-managed keys that prevent AWS from accessing them.
  • European operating company: AWS has established its own EU company to ensure operational control over the European Sovereign Cloud and compliance with European regulations.

Legal and organizational measures

  • GDPR compliance: The European Sovereign Cloud is designed to comply with the requirements of the General Data Protection Regulation (GDPR).
  • Clear legal framework: AWS has introduced the Sovereign Requirements Framework (SRF), a framework for technical, legal, and operational sovereignty controls based on European requirements.

Significance for customers

  • The European Sovereign Cloud aims to combine the advantages of the global AWS infrastructure with the sovereignty that is important to European customers.
  • It is specifically designed for regulated industries and the public sector to enable the use of the cloud without compromising data protection and compliance.

In short, the ESC is operated and controlled in Europe by EU personnel and is intended for strictly regulated industries – first region: Brandenburg (planned by the end of 2025).

  1. Insurance/claims: sensitive customer data remains in the EU, processing times are reduced thanks to automated document processing.
  2. Bank/credit & KYC: structured review, audit capability, and clear proof of residency.
